Theory as an outcome of AR

We typically think of action as the outcome of action research. But given that action research is about praxis, how come we hear less and talk less about theory as an outcome? Any ideas, perspectives and resources welcomed!

    it's 'theorising' that interests me rather more than 'theory'! (Habermas, Kemmis, critical theory...). Not sure how much we can claim to be developing theories until we've worked to grasp our own theorising...
